California Fan-Regulation Update: AMCA, Energy Code Ace Present Webinar

Credit: Thanadon88/Bigstock

As the Nov. 16 deadline to comply with the efficiency regulation for commercial and industrial fans and blowers approved by the California Energy Commission (CEC) as part of Title 20, Public Utilities and Energy, of the California Code of Regulations approaches, AMCA and Energy Code Ace, a program funded by California utility customers in support of the CEC, are collaborating on the development of education and compliance resources, including a series of webinars. The first of those webinars, “Understanding and Complying with California Title 20 Fan Regulations, Part 1 of 3,” was presented March 16.

Moderated by Michael Ivanovich, senior director, global affairs, AMCA, and presented by Kate DoVale, Project Manager II, Energy Solutions, who leads the Energy Code Ace Title 20 team, and Benny Zank, Engineer II, Energy Solutions, who provided technical support for Energy Code Ace, the webinar provides overviews of Title 20, including scope and compliance; the efficiency regulation for commercial and industrial fans and blowers, including testing, certification, marking, and data-submittal requirements; and the Modernized Appliance Efficiency Database System (MAEDbS), including how to create an account, register a test laboratory, and certify a product.

Following the webinar, a 10-question quiz on high-level provisions of the regulation and a frequently-asked-questions (FAQ) document were made available.

To view a video recording of the webinar, download the presentation slides, take the quiz, and/or view the FAQ document, log into the members-only area of the AMCA website and click “Proceedings from Member Only activities.”

“Understanding and Complying with California Title 20 Fan Regulations, Part 1 of 3” revealed AMCA members have questions about ANSI/AMCA Standard 214-21, Test Procedure for Calculating Fan Energy Index (FEI) for Commercial and Industrial Fans and Blowers, the test standard for the Title 20 efficiency regulation for commercial and industrial fans and blowers. To address those questions, AMCA will present a webinar, “AMCA Standard 214 for FEI Applied to California Fan Regulation,” April 25 from 10 a.m. to 11:30 a.m. CT. For more information and to register, click here.

During a webinar on Dec. 20, Ivanovich presented a month-by-month action plan for meeting the compliance date for the Title 20 efficiency regulation for commercial and industrial fans and blowers. According to that plan, AMCA members should be inventorying the products they manufacture for sale in California; taking stock of test data, ensuring all of the compliance-filing parameters in Table X of the regulation can be met; adjusting selector programs and printed and electronic literature as necessary; scheduling any needed testing with AMCA as soon as possible; and getting their staffs, distributors, and customers up to speed on the regulation and thinking about projects that are out for bid. The remainder of the plan is as follows:

  • May: With the requirement that data filed for compliance be from a laboratory recognized by the state of California, AMCA and AMCA members register their laboratories with the state, provided the CEC is ready to register laboratories.
  • June: Members focus on designing and preparing to fabricate nameplates for compliance based on language in the regulation.
  • July: AMCA conducts a second compliance survey and readiness assessment and presents another webinar on compliance.
  • August: Members complete testing and rating of fans, educate distributors and other members of their sales chains, and ensure nameplates are ready.
  • September: AMCA conducts a third and final compliance survey and readiness assessment. If MAEDbS is ready, as expected, members start filing, making sure their data are accepted and there are no questions or problems. Additionally, they launch their new selector programs, make sure their websites and printed materials are up-to-date, and continue any needed testing and education.
  • October: Members start or continue filing and maintain production toward compliance.

Stay tuned to the AMCA Members-Only Newsletter as the action plan progresses and tools and resources are made available.

During a reception at HVAC and water trade fair ISH 2023 in Frankfurt, Germany, March 13, AMCA and Eurovent, Europe’s industry association for indoor-climate, process-cooling, and food-cold-chain technologies, formally presented a three-year memorandum of understanding (MoU) to develop and maintain mutually beneficial relationships in support of the fan industry.

Per the agreement, announced Feb. 22, AMCA International, European AMCA, Asia AMCA, Eurovent, and Eurovent Certita Certification will cooperate on matters related to:

  • Certification of fans intended for use in air-handling units. “Our members have expressed a clear interest in having a single fan certification program,” AMCA Executive Director Kevin Faltin said. “This MoU demonstrates that both AMCA and Eurovent agree.” Francesco Scuderi, secretary general, Eurovent, added: “With this MoU, Eurovent and AMCA want to think big and want to support the fan industry globally, clearly including certification activities in the scope of their future common activities. Fans' performances will be tested according to the AMCA publications, and the manufacturing facilities will be audited by Eurovent Certita Certification. The fans that are certified will then be allowed to bear the Eurovent Certified Performance or AMCA International marks—or even both.”
  • Education and training on the application and use of fans and the interpretation of regulations and testing methods in Europe, Turkey, the Gulf Cooperation Council (GCC) region, and India.
  • Advocacy issues of mutual interest and concern in Europe, Turkey, the GCC region, and India. “Ensuring the industry speaks with one voice in matters concerning legislation and regulations is key to safeguarding the manufacturers and members of both associations as well as seeing that the economic and environmental vitality of the continent is maintained,” Jürgen Albig, chair of the European AMCA Regional Steering Committee, said.
  • Standardization concerning at least the European Committee for Standardization (CEN), the International Organization for Standardization (ISO), and the American National Standards Institute (ANSI). “We want to work together to ensure that the various standards in the industry are consistent, organized, and meaningful,” Raul Corredera Haener, president of Eurovent, said. “Harmonizing the standards not only makes it easier for the manufacturers but for the end users, helping them understand and appreciate that the standards are addressing the same criteria.”

Cooperation in territories other than Europe, Turkey, the GCC region, and India will be considered in the future.

AMCA exhibited, presented or co-presented 14 free industry sessions, and hosted a dessert reception during the 2023 International Air-Conditioning, Heating, Refrigerating Exposition (AHR Expo), held Feb. 6-8 at the Georgia World Congress Center in Atlanta.

The “essential event for HVACR professionals” continued its climb toward pre-pandemic attendance levels, drawing 42,794 verified visitor and exhibitor personnel—original equipment manufacturers, engineers, contractors, facility operators, architects, educators, and more—in its second year following the COVID-19-forced cancellation of the 2021 AHR Expo. The 2022 event in Las Vegas drew 30,678 attendees, considerably fewer than the 50,000-plus who turned out for the 2020 event in Orlando, Fla. The last AHR Expo held in Atlanta, the 2019 event, drew more than 65,000 attendees.

“It was great seeing the crowds and excitement return to the Expo floor after the COVID lull,” AMCA Director of Marketing, Education, Membership, and Events Robb Clawson said. “We had good traffic and conversation in the booth.”

AMCA was among 1,779 exhibitors filling more than 486,000 sq ft of exhibit space.

“While these numbers are still recalibrating from pre-COVID years, the strong showing from new audiences is a welcome sign of growth and a hopeful indicator for future workforce development,” AHR Expo producer and manager International Exposition Company Inc. said in a statement.

The 14 free industry sessions presented by AMCA were:

“The AMCA education sessions were well-attended, with some even standing-room only,” AMCA Education Manager Lisa Cherney said. “In total, we had approximately 850 attendees, and the feedback about both the speakers and the topics has been overwhelmingly positive.”

Each session was worth one professional-development hour (PDH).

Held the night of Feb. 6 in a lounge on the 15th floor of Omni Atlanta Hotel at CNN Center, the dessert reception, planned by AMCA Event and Meeting Manager Christine Rogers, gave AMCA members an opportunity to unwind after a long day on the show floor.

The 2024 AHR Expo will be held Jan. 22-24 in Chicago. Registration is expected to open in early summer.

“I am excited to see what Chicago brings in January 2024,” Clawson said.
